Playing along to be silly--the Twins Apparate all over the house because they *can* so I'd wager Charlie could have, which is more the point and, in fact, I'd say that line confirms it.

Or you could argue that everything is not the same as everyone. :P

I think it's funny how many times throughout the books Mrs. Weasley basically equates Bill and Charlie with perfect little angels.

plus Bill got long-haired fang-earring and wore clothes "that would not be out of place at a rock concert" so clearly mrs. weasley is totally having selective memory.

Charlie may have not charmed everything he met according to that quote, but to me this just reinforces the fact that he could have if he wanted to...he just chose not to so there!
