Those are very sensible rules. Though i would say there's room for grey area in the second. for example the fic i linked was based off one of my prompts but the author admits that it changed in the writing so much that it doesn't resemble the prompt's concept at all aside from the pairing. (and it's an awesome fic anyway, i'm not complaining.) I'm not planning to but I'd be less guilty about re-prompting that than when someone had stuck to it the prompt more closely. If that makes any sense?
